| Abstract |
In the article had done analyze of urban-planning documentation, developed for the program of
regeneration the historical space in the quarter Neustadt, Dresden. Based on the peculiarities of
place, were define recommendations for the improvement of urban-planning regulation and
territorial development for Russian historical cities.
System of regulations in Dresden provides preservation of historical zone in the city and heritage
by consequential hierarchy in the legislative base for territorial development between each other
with division between functional purposes from the urban-planning level till forming elements of
building. In the content described all necessary methods for buildings and urban-planning.
Regulations provide all actions directed to protection of historical heritage including space
elements (urban-planning context) and development of spatial structure. All these actions provide
sustainable development of historical zone and exclude in Irkutsk and another Russian cities
uncontrolled using of realty in historical center.
