Article ON WAYS TO NEW EXPANSION OF THE POPULATION IN RUSSIA AT TRANSITION TO THE INFORMATION SOCIETY BASED ON COMBINATIONS OF THE SCIENCE AND TECHNICIANS

Abstract According to the fundamental strategic concept of maintenance of territorial integrity and safety of the country and optimum placing industrial and an agricultural production perspective moving in Russia along a powerful Eurasian channel from the West on the East with three cross-section branches from the North on the South is supposed.

From this position long-term strategy of development of Russia till 2020 and further, aimed at transition to sustainable development model now is developed. The primary goals are creation of conditions of economic growth, with attraction of various kinds of manufactures and innovations, besides traditional working out of natural resources; creation of new social policy and a favorable living environment that promotes investment appeal. Thus the essential role is taken away to territorial planning and working out of town-planning strategy of Russia which should become a basis of the scheme of the organization of the country, define a policy of the moving excluding concentration of the population round limited number of territories with a favorable climate and qualitative resources. In the present work the perspective way of territorial, economic and social development of the country is offered. Linearly-ruslovaja the moving system in the extended territory of Russia assumes gradual concentration of constantly living population in territory of the channel generated along the central axis in the form of transport and railway routes, providing both cargo and passenger moving. From two parties of an axis inhabited territories, objects of trade, the enterprise, warehouses of the food and household goods of consumption, objects socially - a serving infrastructure, medical, educational, cultural and scientific institutions are located. The given system assumes two variants of employment, watch - based method of labor organization work in places of extraction of timber cuttings and places of seasonal employment and constant workplaces at the enterprises and sphere of the service, located on channel territory.

Such structure can help to avoid dead settlements in places of extraction in case of resource development, support of existing actives and to create viable conditions for search and attraction of new kinds of manufactures and development branches. Placing of various kinds of productions of goods without waste on distance approximately 50 km is supposed. From a channel close with places of deposits of natural raw materials and farmlands with possibility watch - based method of labor organization work. Development of tourism and support of objects of a heritage is means of social and economic support. Development of historical small and average cities, and also natural landscape actives and creation of a tourist network with the integrated transport network, hotels and a necessary infrastructure is offered. Additional possibility works for permanent residents of a channel, for example in resort zones of seasonal employment is thus created.

The big area of the country is occupied with woods and wood processing industry is the important component of economic prosperity. Thereupon it is offered to place tree processing complexes in channel territory, and cutting down and wood export to carry out work of time stay a method with use of modern safe dirigible balloons that allows excluding the device of time roads in woods. In the future for moving and transportation wide use dirigible balloons, helicopters and vehicles on an air cushion and similar is supposed. The maximum use of renewed kinds of energy (the sun, a wind and processing of local raw materials) is offered. The main role in economy and society development as a whole play science and education. The scheme of the scientifically-educational centers focused on integration of a science, formation and industrial bases capable to carry out working out and realizations of ideas in the most advanced and perspective directions is offered.
